Overview
To build a public platform for international cooperation and interaction so as to promote the close partnership between prestigious overseas research institutes, institutes of technology transfer and companies in Jiangsu, in order to provide an excellent opportunity for overseas research institutes with access to concrete demands and matchmaking possibilities and to explore the tremendous potentials of the huge market in China.
To facilitate a long-term transnational linkage among the industry, academia and government from both sides in order to conduct significant cooperation in forms of commissioned R&D, joint R&D, international technology transfer and commercialization oriented by the innovative needs from Jiangsu.
Participants
500 delegates participated in the conference, representing 31 countries and regions and 230 overseas universities, research institutes, enterprises and institutes of technology transfer.
Among the overseas institutes and organizations that participated in the conference, a large proportion of them were world-famous universities, research institutes, such as Oxford University in the U.K., University of California in the U.S.A., University of Montreal in Canada, University of Stuttgart in Germany, Bauman Moscow State Technical University in Russia, Weizmann Institute of Science in Israel, Commonwealth Scientific and Industrial Research Organisation in Australia, the Italian National Agency for New Technologies, Energy and Sustainable Economic Development, Institut Pasteur in France, VTT in Finland etc. The participants also included a group of important and technology transfer agencies, such as Northern Technology Transfer Centre in the U.K., and Honeywell Intellectual Property in the U.S.A.
More than 1,000 Chinese delegates attended the conference, mostly represented Jiangsu enterprises with strong desire for technological cooperation. Government officials in charge of policy making and planning for industrial development, representatives from national-level high-tech industrial development zones and tech parks and agencies of international technology transfer in Jiangsu were also present at the event.
Achievements
More than 100 joint projects were initiated and 61 of them became contracted projects and 50 reached MoUs.
At the signing ceremony, 38 joint projects were signed. Many international research institutes and giant companies have realized the enormous market potential in Jiangsu and have formed local partnership since the conference.。

The first has provided Jiangsu with a platform of international cooperation between Jiangsu industries and research and academic institutes overseas and has offered Jiangsu enterprises with a golden opportunity to deepen the understanding of world's prestigious institutes of higher education, research institutes, international technology transfer agencies and high-level experts.
The Conference has become an important milestone with the largest number of experts presented, the highest level, and the richest activities among all the international technology exchange activities in Jiangsu over the past years.。
The Conference attracted media attention from all over the world, which significantly promoted the international reputation of Jiangsu Province.
The conference was well acclaimed by international delegates and experts who were greatly overwhelmed by the large scale of the event and by the support and enthusiasm Chinese government had expressed in promoting international cooperation. Some experts commented that CITTC has articulated the dynamics of innovations of Jiangsu enterprises and the strong aspiration for global integration; they were impressed by the rich content of the conference and the perfect services with meticulous organization and planning that ensured a great success and overall satisfaction.
The visits to businesses in Jiangsu, the technology parks equipped with innovative facilities and favorable conditions for commercialization have left international experts with a deep impression. They have expressed that they will continue with the exchange and cooperation with Jiangsu Province in terms of science and technology.

To encourage the establishment of international alliance of industrial innovation and close partnership between academia, research and industry, on the basis of projects cooperation between Jiangsu enterprises and international institutes and enterprises.
Participants
Almost 280 renowned foreign scientists, directors of research institutes and international technology transfer experts from 25 countries and regions along with nearly 450 delegates from Jiangsu enterprises, technology transfer agencies and institutions of higher education participated in the Conference. Mr. Luo Zhijun, Governor of Jiangsu Province, met with some of the international guests attending the conference. Cao Jianlin, Chinese Vice Minister of Science and Technology, and He Quan, Vice Governor of Jiangsu Province, attended and addressed the opening ceremony.
A large group of globally renowned multinational corporations, world-class universities and comprehensive research institutes and professional technology transfer agencies, including IBM, GE, Cornell University, University of Maryland, University of Oxford, the Office of Technology Transfer of the U.S. National Institutes of Health, and the German Steinbeis Foundation, participated in the Conference. The overseas participants consisted of many highly qualified experts, including Nobel Laureates and senior government officials. Many of the experts possess information on transferable technologies, and nearly 90% of them are foreign experts.
Government agencies of countries such as Israel, Finland and Russia dispatched dedicated delegations and organized special briefing sessions for technology cooperation information during the conference.
Activities
Cooperative forum. Six experts and government officials delivered the keynote speeches on technology cooperation in emerging industry areas.
Technology briefings. Five special sessions consisting of technology briefings from key countries of Israel, Finland, the U.K., Russia and the U.S. were held, and a special session by renowned overseas comprehensive research institutes and technology transfer agencies concerning international technology transfer was organized.
Interactive sessions. Almost 250 delegates from 70 domestic and overseas participating organizations had nearly 300 online meetings through the Internet-based Platform of Interactive Connection (i-PIC). During the Conference, over 120 pairs of domestic and overseas partners conducted nearly 200 sessions of face-to-face, one-on-one talks and reached more than 30 project cooperative intentions.
On-site visits in Jiangsu by overseas technology diplomats. Over 40 experts and renowned organizations in the field of life sciences from countries including the U.S., Canada, Israel and France, led by the Chinese technology diplomats in the respective countries, visited the Taizhou China Medical City for the "International Biopharmaceutical Matchmaking Session" and investigations, and promoted the communications between the Chinese and foreign parties and harvested a group of potential technological achievement resources.
Achievements
A wide array of international technology transfer projects were matched in the business talks. The Chinese and foreign parties discussed nearly 200 matchmaking projects and secured nearly 60 signed projects, nearly 80 cooperative intentions and a total project investment of RMB 1.053 billion.
Ten international alliances of industrial innovation were also established in emerging industry areas such as nanometer technology, wireless sensor network industry, biopharmaceutical technology and new energy.
Strategic cooperation agreements were signed between Jiangsu and multiple top-class international R&D institutes to establish comprehensive technology partnerships.

Overview
From Nov. 9th to 11th 2012, the 3rd China Jiangsu Conference for International Technology Transfer and Commercialization (CITTC) was successfully held in Jiangsu. Focusing on the theme “Access to Global Innovation Resources and Venue for International Technology Collaboration”, the Conference highlighted the establishment of international cooperation platforms and the matchmaking of advanced technologies. With a well-planned program of activities, the Conference further promoted exchange and collaboration between Jiangsu and international organizations in terms of joint R&D, technology transfer and commercialization.
Participants
The Conference invited more than 260 overseas participants from over 160 international organizations in 15 countries with strong innovation capacity, as well as more than 800 representatives from local high-tech enterprises and technology transfer agencies in Jiangsu.
The Conference brought together a cluster of world-renowned representatives from first-class organizations, including Vice President of National Research Council of Canada, academician of Russian Academy of Sciences, fellow of the Royal Society of UK, and member of US National Academy of Engineering.
International universities, comprehensive research institutes, multinational corporations and technology transfer agencies with global prestige and influence, such as IBM Research Division, Oxford University, Fraunhofer-Gesellschaft of Germany, UPM-Kymmene Corp. of Finland, Yeda R&D Company Ltd. of Israel, participated in the Conference.
The Conference was also highlighted by groups of delegations organized by the Tomsk Region of Russia, Tekes of Finland, Ministry of Science, Research and Arts, Baden-Wurttemberg, and Ontario Ministry of Economic Development and Innovation.

Project Matchmaking: Based on the 600 appointments on the i-PIC system, more than 400 representatives from over 200 international and local enterprises had around 400 one-to-one meetings, which resulted in the initiation of 220 cooperative projects.
Technology Briefings: More than 40 organizations from France, Canada, Germany, Finland and UK introduced their cutting-edge technologies with high relevance to the industrial need of Jiangsu, in a bid to create opportunities for more projects of international technology transfer.
Poster Display: As a complementary form to technology briefings, seven countries demonstrated the technology strength of their organizations and potential cooperation projects through multimedia display.
Roundtable Meetings: IBM, MIT and National Research Council of Canada had roundtable meetings with their prospective Jiangsu partners to explore potential areas of cooperation.
Site Visits in Jiangsu: 7 groups of around 200 international representatives visited local enterprises, high-tech zones, innovation platforms and infrastructure in 8 cities of Jiangsu.

The Conference promoted the development of international cooperation platforms. China-UK Science Bridges Technology Transfer Center, Sheng-BDO (Wuxi) Technology Transfer Company, China (Jiangsu)-Ukraine Marine Equipment and Ocean Engineering International Technology Transfer Center, ISIS (Changzhou) International Technology Transfer Center, and China (Changzhou)-Israel International Enterprise Incubator were inaugurated in the opening ceremony.
A total of 300 projects were initiated during the Conference with 220 from one-to-one meetings. The domestic and overseas parties reached cooperative intention on 60 projects and secured a number of signed projects in their areas of interest.

The 4th China Jiangsu Conference for International Technology Transfer and Commercialization (CITTC) jointly organized by The Ministry of Science and Technology (MOST) and Jiangsu Provincial Government was successfully held in Nanjing from Nov. 6th to 8th 2014. Focusing on the theme of "Open Innovation and Win-win Cooperation" and development of strategic new industries including biomedicine, information technology, new energy, new material, equipment manufacturing, etc., CITTC 2014 further promoted exchange and collaboration between Jiangsu enterprises and international organizations in terms of joint R&D, technology transfer and commercialization and expanded the influence of Jiangsu international industrial R&D cooperation with a well-planned program of activities.

Technology Briefings: 62 delegates from 7 countries including Russia, Netherlands, Canada, Australia, Finland, UK and Germany gave presentations on R&D capability, cooperative projects, opportunities and progress of technology transfer cooperation with Jiangsu and successful international innovation cooperation stories. Besides, International Technology Transfer Session, International Projects Release for Innovation and Entrepreneurship Cooperation and Overseas partners of Jiangsu Industrial Technology Research Institute Session were also held during the conference.
Roundtable Meeting between Science Counsellors from Chinese Missions Overseas and Jiangsu Innovation Parks and Companies: 10 counsellors from Chinese missions in US, Canada, Germany, France, Australia, Czech, Bulgaria, Romania, etc. attended this session, along with over 100 delegates from Jiangsu hi-tech companies, provincial and national innovation parks in Southern Jiangsu.

In the Canada and Australia session, the first call for proposals of Ontario-Jiangsu Industrial Research and Development Program and Jiangsu - Victoria Industrial R&D Program were announced. Jiangsu Center of International Technology Transfer signed a cooperative agreement with India China Technology Transfer Centre.

In order to establish an innovation cooperation network with global partners, further promote Belt and Road science and technology cooperation between Jiangsu and related countries and regions, improve the open innovation capacity of enterprises and expand the influence of the international university-industry collaboration in Jiangsu, the 6th China Jiangsu Conference for International Technology Transfer and Commercialization (CITTC) jointly organized by Ministry of Science and Technology (MOST), P.R.C. and Jiangsu Provincial Government was successfully held in Nanjing from Nov. 8th to 10th 2018. Mr. Fei Gaoyun, vice governor, Jiangsu Provincial Government, and Mr. Cai Jianing, deputy director-general, Department of International Cooperation, MOST attended the conference and delivered keynote speeches.
With the theme“Open Innovation and Win-Win Cooperation”, the conference focused on advanced technology match-makings, and innovation cooperation experience and concepts sharing. The program included plenary session, technology briefings for key partner countries and priority fields, symposium on belt and road collaborative innovation and technology transfer, roundtable meeting between science counsellors from Chinese missions overseas and Jiangsu innovation parks and companies, B2B meetings, international technology transfer summit of universities and site visits in Jiangsu.

Symposium on Belt and Road Collaborative Innovation and Technology Transfer: Representatives of relevant institutions from the CIS, Central and Eastern Europe, Southeast Asia, South Asia, West Asia, Africa, Oceania and other regions conducted in-depth communication and shared cooperation cases with Chinese representatives on the topics of the international technology transfer and joint construction of innovation cooperation carrier. The online service platform for Jiangsu Belt and Road Collaborative Innovation and Technology Transfer was launched at the meeting.
B2B Meetings: Based on the 366 appointments on i-PIC system, international and local enterprises had over 350 B2B meetings, which incubated the initiation of 145 cooperative projects.
Roundtable Meeting Between Science Counsellors from Chinese Missions Overseas and Jiangsu Innovation Parks and Companies: 10 counsellors from Chinese missions in the US, Canada, the UK, Sweden, Denmark, the Czech Repulic, Austria, Russia, etc. attended this session, along with over 100 delegates from municipal science and technology bureaus in Jiangsu, key high-tech zones and local enterprises.

Overview
For the purpose of strengthening partnership with countries and regions with strong innovation capacity, advancing industrial R&D cooperation with first-class innovation institutions, and developing close ties with countries participating in the Belt and Road Initiative to build global partner innovation cooperation network, the Conference was held to bring together world-class R&D institutions, advanced technological achievements, outstanding innovative talents. With the aim of stimulating the intuition of opening and innovation among Jiangsu enterprises and promoting technology exchanges and projects matchmaking between China and other countries, the 7th China Jiangsu Conference for International Technology Transfer and Commercialization (CITTC), jointly sponsored by the Ministry of Science and Technology and Jiangsu Provincial People's Government, started on November 11, 2020, in Nanjing.
With the theme “Networking Online, Partnership for Innovation”, the 7th CITTC was held in virtual and in-person forms. It consisted of the Plenary Session, Technology Roadshows, Technology Briefings by International Technology Transfer Agencies, Virtual B2B Meetings, Webinar on “Belt and Road” Agricultural Innovation Cooperation, and Symposium on Innovation and Cooperation of Multinational Enterprises (Onsite Event), to name just a few.

Ma Qiulin, Vice Governor, and Ye Dongbai, Director-General of International Cooperation Department of Ministry of Science and Technology attended the conference and delivered speech. Several political leaders were also present, such as Zhang Lefu, Deputy Secretary-General of Provincial Government, Wang Qin, Director-General of Jiangsu Provincial Department of Science and Technology, Guo Liping, Deputy Director-General of Jiangsu Provincial Department of Science and Technology , and Yang Jing, Deputy Director-General of Foreign Affairs Office of Jiangsu Provincial Government. Besides, the Conference also invited about 150 Chinese and foreign representatives from relevant embassies and consulates in China, international technology transfer agencies, multinational companies, local technology administration departments, industrial parks, enterprises and other entities in Jiangsu.
Nearly 80 representatives of foreign institutions participated in the Technology Roadshows virtually. 10 international technology transfer agencies, such as Oxford Suzhou Centre for Advanced Research and NUS (Suzhou) Research Institute, launched technology briefings online. Over 330 foreign representatives from more than 260 organizations across 30 countries have registered to attend the conference either online or on-site. More than 1,000 enterprises representatives in the province registered in the i-PIC system. The plenary session was broadcast live on four online platforms, including Xinhuanet.com, Sina News and NetEase News, with more than 400,000 viewers online.

Plenary Session: 11 representatives from renowned universities from overseas, research institutes, governmental science and technology administration departments, the ministry of science and technology and Jiangsu government shared their ideas and practices of open innovation and expressed expectations for further cooperation in the future for China’s innovation cooperation with international partners.
Technology Roadshows (key partner countries): Representatives from 4 countries, namely, Russia, ROK (Repblic of Korea), Norway and Austria, gave technology briefings.
Technology Roadshows (priority fields): Four roadshows in four fields, namely, high-end equipment manufacturing, life science, green growth and high-tech agriculture were launched under the leadership of institutions from Israel, Australia, Finland and the Netherlands. Based on the cooperation needs of Jiangsu enterprises and relevant parks in the province, special video roadshows in priority fields were organized at the local level.
Webinar on “Belt and Road” Agricultural Innovation Cooperation: Led by Jiangsu "Belt and Road" Innovation Cooperation and Technology Transfer Alliance, foreign agricultural innovation institutions related to the Belt and Road cooperation in Jiangsu and some overseas members of the World Association of Industrial and Technological Research Organization were invited to attend the conference via video links. Technology Briefings by International Technology Transfer Agencies: Technology briefings were released around the fields of new generation information technology, new materials, biomedicine and healthcare, clean energy and new environmental protection, intelligent manufacturing and high-end equipment by international technology transfer agencies from Singapore, Canada, Israel, the United States and the United Kingdom established or co-established in Jiangsu.
Virtual B2B Meetings: More than 1,000 representatives from enterprises in the province registered in the i-PIC system, with remarkable results achieved.

As COVID-19 continues to rage across the world, the 7th CITTC promotes the Online B2B matchmaking platform, optimized "online interactive system" (I - PIC) and opened video rooms to facilitate local enterprises network with international counterparts with technology resources. Based on the online B2B platform, 30 video rooms equipped with translation services are available free of charge to provide 3-day 24-hour online services for remote technology matchmaking between the Chinese and international sides. Statistics show that more than 1,300 representatives from domestic and international institutions, including 200 representatives from foreign institutions have registered in the i-PIC system . Nearly 1,000 reservations were requested, with more than 600 reservations confirmed, leading to more than 100 initial cooperation intentions. In this CITTC, the number of registrations, appointments and confirmed matchmaking pairing reached a record high, gaining considerable results.
