500 delegates participated in the conference, representing 31 countries and regions and 230 oversea universities, research institutes, enterprises and institutes of technology transfer.

Among the oversea institutes and organizations that participated in the conference, a large proportion of them were world-famous universities, research institutes, such as Oxford University in the U.K., University of California in the U.S.A., University of Montréal in Canada, Universität Stuttgart in Germany, Bauman Moscow State Technical University in Russia, Weizmann Institute of Science in Israel, Commonwealth Scientific and Industrial Research Organisation in Australia, the Italian National Agency for New Technologies, Energy and Sustainable Economic Development, Institut Pasteur in France, VTT in Finland etc. The participants also included a group of important and technology transfer agencies, such as Northern Technology Transfer Centre in the U.K., and Honeywell Intellectual Property in the U.S.A.

More than 1,000 Chinese delegates attended the conference, mostly represented Jiangsu enterprises with strong desire for technological cooperation. Government officials in charge of policy making and planning for industrial development, representatives from national-level high-tech industrial development zones and tech parks and agencies of international technology transfer in Jiangsu were also present at the event.
