Fostering Plans for Strategic Emerging Industries in Jiangsu Province

In 2009, the output of new energy, new medicine, new materials, and environmental protection industries in Jiangsu rose respectively by 66%, 30%, 22% and 21%, becoming a major driving force of stable economic recovery of the province. In the future, the development of new industries will remain as a powerful engine for industrial upgrading and restructuring of Jiangsu province.

1. New Energy
1) Status Quo: Photovoltaic industry and wind power equipment manufacturing are the two leading emerging energy industries in Jiangsu province.
Photovoltaic industry
• Total output tops the country: In 2008 the annual output marked 78 billion RMB and solar cell output reached 1,580 MW, both ranking first in China, accounting for 68% domestically and 16.8% world wide.
• More than 290 enterprises in the industry are in synergic and dynamic development: 5 manufacturers have leaped to the top 20 in the world’s solar energy industry.
• A relatively complete industrial chain: high-purity polysilicon – wafer - cell - module - system integration -- photovoltaic application products

Wind power industry
• Capable of producing one million KW unit; 1.5 MW system has been produced; 2 MW system has been successfully tested; the research of 3 MW unit has achieved a breakthrough.
• More than 60 manufacturers of complete generating systems or key components
• Wind power projects (in operation, under construction, and approved) amounted to 1.45 million KW.

2) Development priorities:
PV industry: the formation of a more complete industrial chain: "silicon materials - cell - module - integrated system - photovoltaic power plant turnkey solution”.
Wind Power Industry: enhancement of manufacturing, industrialization and key technologies: wind electric field regulation and grid technologies.
• Smart Grid: Energy-saving-oriented systems and equipment
• Alternative energy automobile industry

2. Biotechnology & New Medicine
1) Status quo: New medicine industry in Jiangsu has huge potentials for development.
• Solid foundation and fast speed: The output value of above-scale pharmaceutical enterprises was 92.8 billion RMB, increased by 26%, accounting for 11.5% of that of the country, with No. 2 in China.
• A high degree of industrial agglomeration: Taking the China Medical city ( CMC in Taizhou) as a leading project, build five provincial-level industrial parks featuring pharmaceutics: Nanjing "medicine valley", Nanjing, Lianyungang, Suzhou, Wuxi, and Changzhou pharmaceutical industrial parks to promote the agglomerating development of pharmaceutical industry and form a " one city - one valley - 5 parks ".
• Strong R&D capability: world-class genetic chip and antibody diagnostic technology
2) Development priorities:  
• Medicinal chemicals, bio-pharmaceuticals and traditional Chinese medicine (TCM);
• Bio-technology industry: Energy related biological products, environment-friendly agricultural products;
• R&D oriented enterprises.

3. New Materials
1) Status quo: New material industry is one of the most active industries in Jiangsu province and is highly interrelated with other industries.
• Largest scale in the country: the number of enterprises and annual sales both rank first in the country.
• Rapid development: Sales revenue reached 488.1 billion RMB and average annual growth rate maintained 59.2% for 5 consecutive years.
2) Development priorities:
• Ten major areas including microelectronics, optoelectronics, panel display,nanotechnology, high-performance fibers, green chemistry, new energy, functional ceramics, new metals and new building materials etc.
• To realize the principle of "compounding, integrating, intelligent, and green."
• To focus on achievements in such new materials as electronic information materials, silicon   materials, and nanometer materials, which have large market demand with advanced  technology and high added value.

4. Environmental Protection
1) Status quo: The emerging industries will usher unprecedented opportunities for development.
• Important position: Sales revenue reached 217.2 billion RMB, accounting for 1 / 5 of that in the country;
• Early start: more than 2,600 enterprises, employing 300,000 people
• Industrial infrastructure: 3 national-level environmental protection industrial parks
2) Development priorities:
• Taking Yixing Environmental Protection Science and Technology Park as the major development area, accelerate the construction of environmental industrial bases in Suzhou, Wuxi, Nanjing, and Changzhou.
• Integration and engineering of technology, industrialization of industries and achieving scale industry, turnkey solution and serialization of enterprises.

5. Software and Service Outsourcing
1) Status quo: It has a huge space for development.
• Early start, fast speed: In 2008, the value of service outsourcing contract amounted to $ 2.44 billion, and the implementation part was $ 1.86 billion, taking up respectively 41.8% and 39.7% of those of the country, each increased by 185% and 227%.
• Multiple bases: Nanjing, Suzhou, and Wuxi, three state-level service outsourcing model cities, 6 provincial-level service outsourcing base cities.
2) Development priorities:
• Making three shifts: from low-end to high-end, from labor-intensive to technology and knowledge-intensive, from general outsourcing to brand name outsourcing.
• Relying on various types of development clusters, establish “southern Jiangsu international service outsourcing industrial belt”.

6. Wireless Sensor Network and Internet of Things (WSN/IOT)
1) Status quo:
• The research of wireless sensor network and its application are keeping pace with that of the developed countries.
• Premier Wen Jiabao's strategic plan: “Sensing China Center” set in Jiangsu.
2) Development priorities:
• To create national-level WSN/IOT innovation center, to form demonstration areas of research achievements transformation, agglomeration areas of industrial scale development, pilot areas of the application of scale development, concentration areas of research talents.
• To overcome some technical difficulties: sensor node technology, sensor nodes networking and cooperative technologies, integrated systems, and standardization.
• To foster core supporting industries and stimulating development with application.
• To construct 10 major modeling projects of application
